What's changing — and what isn't

AASHTOWare Project is undergoing a five-year evolution (FY27–FY31) to re-platform to a modern, cloud-native platform. Five parallel delivery tracks (Platform, Experience, Configuration, Communications, and Agency Transitions) work together to upgrade the underlying technology and user experience while protecting the critical business outcomes your agencies depend upon.

Faster, not disruptive

This model delivers patches, fixes, and features in hours or days instead of months. If a workflow does not meet agency needs after transitioning, adjustments can be deployed in near real time based on your feedback.

Compliance, hosting, and security are managed centrally at the AASHTOWare Project platform layer, reducing the burden on your individual agency.

Consistent performance

The architecture automatically scales on demand in seconds, providing consistent high performance regardless of load. Peak usage periods no longer mean slowdowns.

The coexistence phase allows agencies to operate in hybrid mode, seamlessly using both the legacy system and the new interface side-by-side for different tasks. No agency will be asked to transition until the new environment for a specific module is fully validated and proven.

Phase 1: FY27

Foundation & Cataloging

Building the new architecture, inventorying all system workflows, designing the configuration engine, and launching this Communication Hub. Your agency's customizations are being cataloged collaboratively — we need your expertise to ensure nothing is overlooked.

Phase 2: FY28 - FY29

Parallel Workflow Development

Workflows transition one at a time, starting with AASHTOWare Project Preconstruction™ (FY27), then AASHTOWare Project Civil Rights & Labor™ and AASHTOWare Project Estimation™ (FY28), followed by AASHTOWare Project Construction and Materials™ (FY29). Agencies receive dedicated transition support for each module. The coexistence phase means legacy access remains available throughout — no forced cutover.

Phase 3: FY30 - FY31

Convergence & Completion

Existing modernized products (AASHTOWare Project Data Analytics™, AASHTOWare Project Asset Tracker™, AASHTOWare Project Vendor Management) unify into the shared platform experience. All remaining customizations are standardized through the Configuration Catalog. Legacy infrastructure is decommissioned only after full validation. The platform transitions to a continuous improvement model.

Verify your environment

Confirm your agency is currently hosted and running the latest version of AASHTOWare Project. This is the primary compatibility requirement for the transition.

Prepare for the customization inventory audit

Be ready to partner with the Infotech team for the Customization Cataloging audit during Phase 1. Identify your current customization inventory and consider limiting additional customizations where possible during the transition period.

Join the feedback loop

Consider joining the User Testing Group to provide early feedback on the new interface and experience. TAG meetings, office hours, and webinars provide additional channels for input.

Every agency-specific customization is inventoried through a collaborative audit conducted jointly with your team. You know your configurations better than anyone, and we want to ensure continuity.

Each customization is mapped to a transition path: adopted as a core platform feature, configured within the updated environment, or addressed through a specific plan.

Transition

Side-by-side coexistence means your legacy workflows remain available until the modernized equivalent is validated and meeting your needs. No customization is removed without a documented plan.

What is the AASHTOWare Project modernization initiative?
It is a five-year evolution to re-platform AASHTOWare Project to a modern, cloud-native platform. How is this different from the last migration?
Unlike the move to web-based AASHTOWare Project, this is a replatforming, not a full data migration. Your data remains consistent and in place; the underlying technology and user interface will evolve. The phased approach and hybrid operating model are designed to ensure continuity. The updated model also provides a different risk profile: adjustments can be deployed in hours or days rather than requiring a full release cycle.
Will this be a disruptive, one-time cutover?
No. This is a phased transition. The coexistence phase is specifically designed to allow agencies to operate in a hybrid mode, seamlessly using both the legacy system and the new modernized interface side-by-side for different tasks. No agency will be asked to transition until the new environment for a specific module is fully validated and proven. This will allow for business continuity and operations to continue to deliver for your agencies.
How should our agency prepare?
Three steps:

  2. Prepare for the Customization Cataloging inventory audit: Be ready to partner with the Infotech team for the Customization Cataloging audit. Designate a technical point of contact. Sign up for the Cataloging Audit Calendar at AASHTOWareProject.org to schedule your agency's Phase 1 session. Agencies should identify their current customization inventory and consider limiting additional customizations where possible during the transition period.
  3. Join the feedback loop: Join the feedback loop and actively engage in upcoming sessions, TAG meetings, and office hours. Also, consider joining the User Testing Group to provide early feedback on the new interface and experience.
